This message indicates that you have permits on your system for ENC cells that are not currently included on the NavStick. This could be due to a change of operation area in NavTracker or that there are cells within your current area that have been terminated/replaced.
Please always delete all permits before loading the latest PERMIT.TXT file from the NavStick, then load updates/charts as normal and you should not receive this message.
