Before setting up mirror function, you should first create and install the SENC database manually on all clients that will participate in the mirroring.
Then you should configure one of the systems (e.g. Planning Station) to be used as the mirror host ("Reconfigure Chart Databases" -> "Change Mirror" -> "Use as Mirror Host")
The other clients should be configured to "Install from Remote Station"
