The PRIMAR certificate can safely be deleted from the ECDIS, since it's no longer in use. It was replaced by the IHO certificate back in 2013.
To delete the certificate, open the Telko Chart Loader and click on the "Certificates" tab. Then select Primar from the certificate list and click "Delete Selected"
